Dragging multiple images from Nautilus into Abiword, Gimp, Inkscape, OOo Draw and OOo Impress all preserve the order of the images in the file manager. Dragging the images into Writer, with the default frame style, preserves the order of the images. Only when the default frame style anchors the images "As character" is the order changed. I can't say if there is a problem with the clipboard or not, but there is clearly a problem in Writer. Maybe the problem is more relevant to the fact that wrap types other than "as character" allow images to overlap.
