I just had a look at different "real books" and documentation which always start a new chapter at the right page and the blank page has nothing on it (no header...). I agree it's somhow surprising when working on a computer BUT it seems to be the correct way to display blank pages (with NOTHING on them) in a printed document/book. Nonetheless, forwarding as enhancement.
