It does not follow what is in Help. To wit: "Working with Reports 
A report is a text document that either shows the current data or the data at
the time the report was created.
Creating a New Report With the Report Wizard
In OpenOffice.org you can create a new report using the Report Wizard:
1.Open the database file where you want to create the new report.
2.In the left pane of the database window, click the Reports icon.
3.Click Use Wizard to Create Report."

Changing horses in mid-stream is not reasonable. Put the feature back where it
belongs or fix Help.
