The reason for this was that the Ui did not distinguish anymore between items
which where disabled and should be hidden (like the "Create Report in Design
View"), and items which were disabled, but should be shown (like all items, when
the document is read-only).

I fixed this by merging the changes from dba23ui into oj14, which did some
re-factoring in this area and, by passing, also fixed the bug.

A side effect is that now, if you open a read-only database document, and have
the report designer extension installed, the "Create Report in Design View" item
is nonetheless hidden - which is not what is desired, but a P4, at most.
