What does "is already running" mean?
Do you have a document opened already? In this case OOo behaves exactly as the
operating systems wants us to behave. On Win XP I expect that the Windows task
bar will flash. That's how it works on Windows.
Or do you have the empty gray window only? In this case I consider our behavior
to be a bug. It's a bug we already have planned to fix for OOo2.3. But this fix
will not change the behavior in the first case.
