Automated test: framework\basic\f_basic_formcontrols.bas

The test draws all available controls onto the dialog window of the BASIC IDE. 
Each control has a predefined position so it can be accessed again at a later 
time.
After all controls have been inserted the IDE is closed and the dialog is saved
together with the document.
The document is then closed and reloaded and the test returns to the Dialog
Editor to verify the position of the objects.

For some time now the Dialog Editor has been doing a surprising repaint of its
window thereby moving all items up some pixels causing the routine which selects
the control to fail.

I was not able to observe this when trying to reproduce this manually. However,
as this lays havoc to quite a large range of tests i set the prio to 2.
