This is a WRITER (and CALC) problem, but drop to DRAW and IMPRESS works.
I checked with "2.2.1 Multilingual German version WIN XP: [680m18(Build9161)]"
and 'Mozilla/5.0 (Windows; U; Windows NT 5.1; de-AT; rv:1.8.1.4) Gecko/20070509
SeaMonkey/1.1.2', here my results!
Steps to reproduce:
1. open <http://www.bielefeldundbuss.de/> with browser
2. Open new WRITER, WRITER HTML, CALC, IMPRESS, DRAW documents
3. Arrange all OOo and the browser window so, that all are visible in time
4. click on the telophone symbol on web page (under "Sie erreichen uns:")
and drag and telephone OOo DRAW document
expected: image should appear in OOo document
actual: as expected
5. click on the telephone symbol on web page (under "Sie erreichen uns:")
and drag and drop to OOo IMPRESS document
expected: image should appear in OOo document
actual: as expected
6. click on the telephone symbol on web page and drag and drop to OOo
CALC document
expected: image should appear in OOo document
actual: hyperlink to web image URL will be inserted
(I also saw this for drag and drop to MS WORKS 4.5a CALC)
7. click on the telephone symbol on web page and drag and drop to OOo
WRITER document
expected: image should appear in OOo document
actual: nothing happens

I also tested 4... with IE, and the result is completely different: here all
works as expected, only in CALC I get the alternative text instead of the image
I also tested 14... with IE: Writer (and HTML) with "area" and placeholder,
CALC with 'nothing happens' or link (city map), IMPRESS/DRAW C with 'nothing
happens' or link (city map)
I was not able to test 24 ... because "show image" is greyed out in IE
Several of the OOo drag/drop results are similar to the results with M WORKS,
and the results also seem to be browser specific, but that drag and drop does
not work to OOo WRITER is a real bug. So I change issue type and also OS due to
my results.
