Probably not related to issue 78055, that says generated collation data
works on Linux but is ignored on Windows. Here I found some difference
in how the locales are selected, see document I'll attach. Cases are:

1. Tools.Options.LanguageSettings.Languages.Locale set to Vietnamese,
   Data.Sort.Options.Language set to Default:
   + works fine.

2. Tools.Options.LanguageSettings.Languages.Locale set to Default (in an
   en_US environment), Data.Sort.Options.Language set to Vietnamese:
   - order distorted.

Both cases should deliver identical results. While the patch included
with cws locales23 will help people having set their default locale to
Vietnamese, which should be fine for most Vietnamese users ;)  it will
not work for others "wanting just to see how it works in Vietnamese".
