2007 -------
Create a new table.
In cell A1 insert another table
Place the cursor in a cell like B1 of the first table (level 1)
Choose Format / Table / Border and suppress the border of the first table
The border of the table of second level disappear.
If the second table is not in cell A1 of the first then borders formatting 
works well.
