It probably would help if you could switch your environment to a more recent one, comparable to what others use. Have you read the documentation at OOo? Beside the old one there also is a new page at http://blogs.sun.com/GullFOSS/entry/building_openoffice_org_on_windows (haven't tried it yet myself, but heard about it beeing quite helpfull).
