There exist situations (as contracts) where pages without content need a page
number. If they don't have it, it can be interpreted as if something had been
removed or eliminated.
My proposal would be:
a configuration-entry where you can choose (per document, not generally) a
page-style to be used for automatically inserted "blank pages".
As I know, an automatically inserted blank page is always a "left page", so that
it would be possible to asign the same "blank-page-style" for the whole 
document.
