Your negative test meant that I had to revise my entire Windows installation
and I did find a possible cause of the error and that was Java.
.
the Control Panel's uninstall applet revealed that I had two versions
of JRE installed:
    J2SE Runtime Environment 5.0 Update 6
    Java(TM) SE Runtime Environment 6
.
Obviously, some installation of JRE did not remove the other first.
.
This means that a COMPLETE instruction for reinstalling OpenOffice.org
should also include making sure only the latest JRE is installed,
or if that doesn't work, the version of JRE that comes with OpenOffice.org .

This is what I did:
1. Removed OOo using the methods described in the first section of this issue,
    with the additional removal of the "[program folder]\OpenOffice.org 2.2\"
    folder, that for some reason was still there. Added this removal to the list
    of things to do before reinstalling OOo...
.
2. Removed J2SE Runtime Environment 5.0 Update 6 and downloaded
    the standard OOo WITHOUT the JRE from download.openoffice.org
    which is OOo_2.2.1_Win32Intel_install_en-US.exe
.
3. Installed OOo_2.2.1_Win32Intel_install_en-US.exe and performed the
    Linguistic.xcu test and the problem PERSISTED.
.
4. Removed OOo AND Java(TM) SE Runtime Environment 6 in the usual manner,
    REBOOTED and installed the standard OOo WITH the JRE(labeled a) above).
    This package installed Java(TM) SE Runtime Environment 6.
.
5. Performed the Linguistic.xcu test and the problem was FINALLY GONE:
    I could actually change UI from "Default" to "English (USA)",
    exit OOo including QuickStart and then restart OOo Writer,
    open the menu setting and the UI was STILL "English (USA)".
.
6. Confident that it would now finally be possible to switch PERMANENTLY
    to the Swedish UI, I closed OOo including QuickStart, installed
    the language pack and started the OOo Writer, changed UI from
    "English (USA)" to "Swedish (Sweden)", closed OOo including QuickStart,
    restarted OOo Writer, and the UI was SWEDISH, the menu setting was SWEDISH,
    AND the Linguistic.xcu was INTACT. Thus, PROBLEM SOLVED.

So there's NO DOUBT that THE ERROR WAS WITH THE JRE INSTALLATION.

I would like to suggest that you give the following instructions to each
and everyone that INSTALLS, REINSTALLS or UPGRADES OOo:
.
1. If you already have Java Runtime Environment, make sure it's up to date
    and install OOo WITHOUT the JRE.
.
2. If (1) fails, REMOVE the JRE and install OOo WITH the JRE.
.
3. NEVER install OOo WITH the JRE without removing the CURRENT JRE FIRST!
.
These are the steps that I will follow in the future anyway, since it
seems to be the most reliable procedure to make sure that the JRE
functionality is not compromised.
