For me, any change that has a persisting effect should be save-able.

Consider this scenario:
I open a document, just to have a look. I notice that window-freezing would be 
nice, so I go for it. When I'm done with reading, I close. And when I re-open 
the document tomorrow, the window-freezing is off again. Why?

This behavior is inconsistent, especially if you bear this scenario in mind:
I open a document, enter 1 into an empty cell, then delete it again. When I 
close, OOo asks if I want to save the changes. Which changes??
This is just to exemplify that OOo does accept certain changes which are (to 
the user) even more minor than window-freezing.
