This format results in a figure inside of a frame with a caption underneath it. If I export this OOo document to a WORD DOC format, the graphics are all over the document and the result is obscured text and a document that is very difficult to read. My work around (for documents not prepared as official OOo documentation) is to NOT use the OOo captioning capabilities because afterwards, the document can only be used as an OOo document (or exported as PDF); it seems that export to HTML also fails for this (but you would need to ask the head of the OOo Authors site, Jean Weber, about that. I store the figure anchored as a character and I manually enter the caption. I tie the two together with a paragraph style designed specifically for the purpose.
