2007 -------
Simple to recreate. Make the following 3 row by 2 column spreadsheet
A   1
B   1
A   1

Auto Filter the first column then filter on the letter A
will now have
A   1
A   1

Click on the number 1 and change it to the number 9. Click on the number 1 in 
row 2 while holding the shift button down.

Now enter fill down
Should now have
A   9
A   9

Now Filter All and should have
A   9
B   1
A   9
BUT Instead the middle row is incorrect and get
A   9
B   9
A   9
