This can easily be archived using frames. When anchored to a header/footer
paragraph, a frame is repeated on all pages (that use the same page style).
Within the frame, you can rotate your text by 90° or 270° using character
styles. This applies also to fields (e.g. page number).

So I'm not sure if we really need headers/footers for inner/outer page borders.

However, something like this is sometimes needed when you insert a single
landscape page, and want it to have the same header/footer as the other
(portrait) pages have.
