When anchored to a header/footer paragraph, a frame is repeated on all pages (that use the same page style). Within the frame, you can rotate your text by 90° or 270° using character styles. This applies also to fields (e.g. page number). So I'm not sure if we really need headers/footers for inner/outer page borders.
