There are a lot of potential problems arising from environment variables set inappropriately? If you fix BASH_ENV you should also clear ENV, because bash could be started as sh from 3rd part projects. Also, you are guarding this for cygwin only, this is clearly wrong. *If* this is a problem, this is also a problem on any other system that builds with bash.
