The scenarios turned out to be very complex and difficult to realize.
So in a discussion with Frank Loehmann we decided to make it simpler
by not allowing to move localized libraries. Localized libraries now
can only be copied (using the Ctrl key).

So the target library does not have to adapt localization because the
source dialog will not be lost anyway. If both the source and target
library is localized the matching languages will be copied. For lan-
guages missing in the source dialog the entries of the current lan-
guage will be copied. 

If the source library isn't localized, it can also be moved. If the
target library is localized the dropped dialog will also become loca-
lized with the non-localized source strings copied for all languages.
