The nested/child frame has to be always on top of its parent frame. In the given document the nested/child frame has a white background, which is inherited from its anchor. On top of a parent are three "virtual" layers: a layer behind the content of the parent frame, a layer for the content of the parent frame and a layer before the content of the parent frame. All these layers are on top of the parent frame and thus, on top of the parent frame's background and borders. Thus, I resolve this issue as INVALID.
