This functionality already exists, although it is slightly hidden:

i.) you can *copy* the cell-range and *paste-special* it while checking the
*Transpose* checkbox (see on the lower right corner of the 'Paste special'
dialog). Beware however of a potential error with this method (see issue 74625,
http://www.openoffice.org/issues/show_bug.cgi?id=74625).

ii.) there are various array() functions, look in the help for the documentation
on *array formulas* (at least in OOo 2.3 development version m222)

  write in one cell the following array formula:
  1.) =transpose(_your_array_)
  2.) DO NOT PRESS ENTER !!!
  3.) press CTRL+SHIFT+ENTER !!!
  4.) the formula changes to {=transpose(_your_array_)}
      the {}-braces cannot be entered manually!
  5.) the formula and array will span all cells necessary to fill in the array
