Reason is that under some circumstances (Windows Explorer locks Office Shell
extension that uses UWINAPI, STLPORT etc.) setup cannot update, rename or delete
some used libraries. This problem only occurs on Windows ME (NOT 
98,2K,XP,Vista).

Usually it's not a problem when uwinapi.dll cannot be replaced, as most of the
functionality is implemented by the system or UNICOWS.DLL, but Office might
refuse to start if other updated libraries (e.g. SAL) rely on forward exported
symbols of UWINAPI. Though this has no effect on functionality the missing
symbols prevent Office from starting on Windows.

So as long as UWINAPI is upward and backward compatible everything is fine.

But the origin problem is not UWINAPI but that setup is unable to update used
libraries on WinME.
