2007 -------
As far as I know and ssncse03  has written this can only happen when the user
has no write access to the OpenOffice.org.2 folder and subfolders in the
'Application Data' folder (how ever this might happen). Please assure that the
user directories in 'Application Data' have write access for the current user.
It also has nothing to do with Java. I can't reproduce with OOo 2.2.1 on
machines with and without Java. If it only happens with an installed
localization (what kind of localisation? a language pack?) this issue is caused
by the localisation, not by the Office. So the localisation is faulty.
