Please assure that the user directories in 'Application Data' have write access for the current user. It also has nothing to do with Java. I can't reproduce with OOo 2.2.1 on machines with and without Java. If it only happens with an installed localization (what kind of localisation? a language pack?) this issue is caused by the localisation, not by the Office.
