No, toolbars like numbering and table could be open at the same time if you're
in a numbered list inside a table cell. That's part of the toolbar concept.
There are two reasons for me, not to implement this RFE.
1. The effort, we would need a lot of new slots for e.g. border to be able to
differentiate between change of the table border and change of the graphic
border.
2. If we show the table toolbar if a graphic is anchored to a paragraph inside a
table, these toolbar have to disappear if you move your graphic around. I do not
like these flickering.
So for me it's a RFE and can be discussed for OOoLater even I'm not convinced
that the result is worth the effort.
