@bm: Dead revisions, as a rule, get never tagged. How should this work? The
workflow is as follows:

- remove file during integration
- update master workspace to the latest stuff -> file gets removed from 
workspace
- tag the new workspace -> file gets not tagged as it is no longer there

Tagging dead revisions would create a number of problems,including the
interesting question for how many milestones in future the dead revision should
be tagged.

Note that the anchor tag might be on a dead revision, this happens during resync
as a special way to come around to some CVS quirk.

All CWS tools and CVS itself interpret a missing tag as "file is not there".
