Because a detection for unicode isnt possible at all ... these issue cant be 
fixed.
If the mentioned wordperfect detection cant distinguish between encoded text and
a real word perfect file ... nothing will help here.

There is only one solution for you: name your file *.csv (it's encoding doesnt
matter then).
As I already mentioned .. CSV isnt realy a valid file format. It's an
interpretation of TXT.
