I installed langpack for en-US and es. Started OOo. In Options, for interface language, I have : Par défaut, Français (France), Anglais (U.S.A), Espagnol (Espagne). I select spanish or english. Press Ok. Close OOo (no quick start). Restart OOo. Interface is still in French. Interface language is back to "Par défaut". I tried for a user without admin right and also for admin with same results. Using task manager, I checked that soffice was not still running after closing. I even restarted the computer after setting new language and closing OOo.
