We are currently working on a restructuring of the linguistic and dictionary
path settings and on a replacement for the dictionary.lst (for extensions these
settings must be moved to the configuration registry).
Perhaps someone else can think about the web page for dictionaries (I assume it
should be a sub page of the general extensions repository) and how we can
integrate it or direct access to the files into OOo. I assume that users won't
accept anything less comfortable than DictOOo.
Even if we were able to finish the work in time for 2.4 I don't believe it would
be a good idea to do it. As we are doing a complete restructuring of the
linguistic infrastructure we must prepare for migration and this is better done
in a major release (where also a Beta version gives us time to find the quirks).
So I think "3.0" is the best target for this task.
