I don't think that the problem with the %-targets without prerequisites will be
solved within the dmake411 time frame.

The dmake man page says the following about this:

       Whenever the inference algorithm determines that a target can  be  made
       from  more  than  one prerequisite and the inference chains for the two
       methods are the same length the  algorithm  reports  an  ambiguity  and
       prints the ambiguous inference chains.

With this and the dmake code in mind it would be a significant change to add
some special treatment for %-targets without prerequisites to use them only
when no other inference chain is possible.

This issue "just" fixes a bug in the current implementation and I think we
can close this as fixed.

If we want a special treatment for %-targets without prerequisites we need
to define the exact semantics first, and we should do this in a new issue.
