It sounds like the repair functionality is just broken. It should detect a permission error when it tries to fix the issue and in theory either fix the issue (change back to default permissions) or at least give an error if it can't (for non-admin users if the app doesn't have enough permissions). Adding the UI seems like a kludge to me. It is to fix a specific issue that is usually fixed in another way by most Windows programs (at least that I can think of).
