The root problem was that ImplEUCJPToUnicode violated
<http://udk.openoffice.org/cpp/man/spec/textconversion.html> and additionally
set RTL_TEXTTOUNICODE_INFO_ERROR when it sets
RTL_TEXTTOUNICODE_INFO_SRCBUFFERTOSMALL. Fixed in
sal/textenc/tcvtmb.c:1.13.190.1, unit tests in
sal/qa/rtl/textenc/rtl_textcvt.cxx:1.10.76.1.
