Steps to reproduce with attached odb file:
1. In the "Database" column of the main document window, click on "Forms"
2.Double click on "User1SightingsList" in the "Forms" section
3.Click on the Form-based Filters button. 
4. Click in the cell in the "Bird Name" column
5. Type "Killdeer" (without the quotes)
6. Click on the "Apply Filter" icon in the small floating window
7. The form will filter, with no birds showing (this is wrong actually, but I
think it's related to my Query structure, not the bug I'm reporting here)
8. click on the "Form-Based Filters" button again
9. The cleared form and the floating window appear, but this time there are the
words 'Killdeer' (including single quotes) under Bird Name.
10. Delete the single quotes to either side of the word Killdeer.
11. Click on the "Apply Filter" button on the floating window.
12. An error dialog appears warning of an SQL syntax error. Click "OK" in this
dialog
13. The form empties; the floating filter window disappears; all buttons on the
Form Navigation toolbar are greyed out. Only option is to close the form and
start over again.
