Named destinations can be used as to open Acrobat Reader at a particular location in the PDF, via command line switches or URL parameters. As such they server a similar purpose to named anchors in HTML pages. A named destination for each heading could be created automatically, so that the actual name of the named destination can be readily determined. Where more than one heading shares an identical name then a numeric suffix could be added to the named destination. This approach has the advantage that the user does not need to take any extra steps to create the named destinations. Alternatively a named destination could be created for each bookmark in the document. This has the advantage that the user can create a destination anywhere in the document, irrespective of whether or not the target is a heading. These options are not mutually exclusive, so a possible option would be to automatically create named destinations for headings, but create additional named destinations for bookmarks, if any are present. If the impact on filesize is relatively small I would suggest always exporting with named destinations included.
