To answer your questions:

I only used the script until the patch was integrated into the code. 

Using the script, then the patch, our 2.1x builds were fine on Windows.

The "inc_openoffice\windows\msi_languages\Nsis.ulf" strings are displayed 
correctly (UTF-8) in our 
current GSI file, and have been all along.

So I don't know what's gone wrong now. :(

It would be a big step backwards for us, to have to install in English. I hope 
there is another way.
