Shouldn't this be covered by casefolding of transliteration modules? And why are all 4 'i' mapped as equal in caseignore? Note that I didn't debug it yet, so I don't even know whether a Turkish locale is passed, but even if it wasn't, small dotless should never map to capital withdot and vice versa.
