There are no excuses so I'm not going to bother with any attempted rationalization. I'm just glad to know that this is being worked on actively now. It worried me when the top results when googling for this issue (an idea posted on the oo.org forums) points you back at several threads (although they do at least all usually point back a single thread) on the forums where they discuss this has been a known lacking feature for several years. That said, it is surprising that so few have voted for it. Granted I haven't looked too much at what new features people seem to be desiring instead, but its hard for me to think of them. That of course doesn't preclude them from existing. Shame on me for not checking the dates on the attachments above. I am all too aware of the tendancy with gui's to not get rid of them once they get started, the option to throw a quick stub in to be fixed later hasn't seemed to pan out well. That said it follows that there would be significant planning before anything is laid down. It looks like things are progressing well, and I really hope for the best. I can't get another shot a first impression / first post; but I can step forward from it to supplement it with better impressions. Again my apologies to all those hard at work on this endeavor.
