I have read somewhere that this is a licensing issue without further explanation. However the dictionary at http://dico.savant.free.fr/ (which, afaiu is the one used in 2.3) is licensed under the GPL, LGPL and MPL licenses, so it should work with OOo which is under the LGPL. Unless it's an LGPL v3 vs LGPL v2 issue? In any case, if the dictionary license is incompatible, then it means it must be replaced with another one with a compatible license.
