 I didn't find anything misconfigured, but perhaps there are some things that
could affect it that I don't know about.

My download site was (USA Indiana U):
ftp.ussg.iu.edu/pub/openoffice/stable/2.0beta/OOo_2.0beta_Win32Intel_install.zip
I downloaded a copy from the link you posted, and ran a diff on the 
installation 
files and it said they were all binary equals.
...then...
I uninstalled openoffice and removed most references to all versions of it from 
the registry, then re-installed and got the same error.
...then...
I renamed both of the copies of UNICOWS.DLL on drive C: to "UNICOWS-x.DLL" to 
be 
sure the one in the openoffice folder was the only one to be found (as I said it
did actually load it before).
...then...
I rebooted with my firewall disabled to see if it could be the problem. I'm 
using eTrust EZ Firewall by Computer Associates. Still the same error message.
I've actually had to uninstall my firewall before to keep it fully deactivated.
I hope to avoid doing that again.
...then...
I ran soffice.exe in OllyDbg to verify UNICOWS.DLL was still being loaded, and
it was there, but still said it couldn't find it.
 
Could installing to a secondary drive be the problem? I don't have enough room
left on drive C to try installing it there.
