The disabled command might depend on a non active part of your code base. Means:
if e.g. the implemented protocolhandler could not be instanciated successfully
... because it requires code which cant be executed on 64 bit machines ... the
command will be disabled automaticly. So this effect is a result ... not the
reason.
At least we need a 64 bit test environment, where we can check and debug whats
happen there. Further we should debug XPackageManager.addPackage() first if all
parts of the OXT package will be installed right. Otherwise e.g. a missing
configuration file can also make the component not working.
