2007 -------
Open the report in the attached bug doc.
Select the field on the left in the detail section and open the conditional
formatting dialog.

This was created as a 
Expression is, not a Field Vaule

Change it back and try to run the report.

The actual expression is retained but the 'type' is changed changed to field
value, before it is run, so it never actually works.

Check it you will see it chaged, even before you saved the report.
