OOo could sign its upstream vanilla rpms if it wanted, e.g.

http://vectorzx.blogspot.com/2006/02/how-to-sign-rpm-package.html

So that they would be signed, to verify that the signature is correct though the
user still has to import the public part of the key. I wouldn't really see this
as a OOo bug personally.
