I was able to paste the Outline into a different document after using the "send outline to Clipboard" command. could you please check, if the settings in "Tools.Outline" are correct in your sample document. Maybe the setting do not get loaded correctly in OO 2.3 and 2.3.1. If so, please attach one of the documents showing the problem to this issue.
