This issue exists in *all* versions and milestones I tried, since at least
1.1.5. Which is quite some years old already. So, I don't think a 2.4 target is
in *any* way justified.

fs->ab: Since I didn't break this, I don't think I'm the right person to fix it.
While I get more and more familiar with the Basic IDE code, I don't think I'm
already responsible for it :)

Also, probably the Macro chooser should be changed to collect the documents from
the scripting framework - this *ensures* that only the proper documents are
included.
Currently, it collects the documents (see
basctl/source/basicide/documentenumeration.cxx) from the desktop. Before my
changes, it simply iterated over all SfxObjectShell instances. Both approaches
probably collect too many instances. The scripting framework should be able to
provide a list of "only scriptable" documents.
