This jar file is nowadays independent from the installation set. It is just copied next to it. During creation in module javainstaller2 this jar file is created with all available strings in all available languages. The help pages and the license text are part of the installation set and specific to this installation set. If a French installation set is packed, it contains only the license and help texts in French. If this installation set is started on a system with Spanish locale, the Java GUI Installer detects this Locale and starts the Installation Wizard in Spanish. Unfortunately the Spanish Licenses and Help Texts are not available and therefore the French versions are used.
