It seems that if you have a graphic in one of the cells already the (color, graphic) drop down box does not appear. You should be able to select a row and replace the cell background with whatever you select. Since the functionality is there to set the background of each cell in a column/row when there is no graphic set for any cell in the row/column I am changing this to a defect.
