Confirmed using OOo 1.9.84.

You don't even have to open it up in Word to see the bug. If you..

1. Create a new Writer document
2. Click the Numbering On/Off button. Type 'test' and then <Enter>, then 'test'
3. If the Bullets and Numbering toolbar is not visible, click View > Toolbars >
Bullets and Numbering.
4. Click the Insert Unnumbered Entry button a few times.
5. Hit Enter. Type 'test' and <Enter> again.
6. Save as a Word 2000 Doc file.
7. Close OOo and open the saved file again.

The previously blank lines will be numbered.

True enough, it does tell you that you may lose formatting when saving in the
Word format, but my uninformed opinion tells me it should be easy enough to save
blank lines in a numbered list.

Changed OS to All since I found this in Win 2000 and it was reported on Linux.
