>From my point of view nothing is wrong here.

If a text frame is linked as the next one to another text frame, you can not
locate the cursor into this text frame as long as content (paragraphs, tables,
etc.) flows from the previous one to it.

After a text frame has got a next link, its auto height option is disabled.
Thus, a default inserted picture doesn't cause the text frame to grow, because
its height is fixed after its auto height option is disabled.

--> resolve issue to INVALID
