Reason for retargeting:
- Only occurs on Win9X/ME and only when the update is installed in the same
directory as the previous OOo version. This is not the default for OOo 2.4 (but
was for the last micro updates und will be for the next ones).
- Workaround available that needs just one reboot too.
These two things together nowadays are a very rare scenario. For a micro release
there's workaround too but it will be the default so I'll keep the priority.
