If the CSV file was imported verbatim then I would not be seeing the &#xxxx; information, but rather correctly displayed Vietnamese. The problem is that when it imports the ampersand it converts it to & in the body.xml file. If you open the ods zip file and do a search and replace on & with a single ampersand Vietnamese correctly displays.
