First of all, thanks for the wiki URL. I'd rather discuss this there in proper
context. At the same time, the issues raised here are treated as references for
the wiki, so I'd like to clarify the points:

1. Sorry- this is NOT a duplicate. issue 5487 recommends that a note should be
attached to a selected part of text. I have not suggested that. My point is the
marker of the note should have ALL the anchoring styles (to page, to paragraph,
to character, as character).

I like the idea in Issue 5847, though. Acrobat has this feature, where
practically all markups added to the original idea have a note which pops up
when you hover the mouse. You can click on the markup to launch the edit window
for the note. 

Why does not the wiki treat Acrobat as "best in class" so far as annotation is
concerned? Does it have to be from another word-editor?

2. This idea stretches the word-editor functions. Think of the note as a Post IT
note that can be attached with any feature. 

In case of figures, think of it as a extended tooltip. rather than attaching
balloon text to various parts, I can then attach large amount of text to various
parts of the figure.

3. Yes, if the notes are shown in a separate pane, the resizing/repositioning is
automatically provided.
