To reproduce
1. Create a barchart with negative and positive values
2. Export to .xls
3. Open in Excel 2007

Results:
OOo places X axis labels at the bottom of the chart while Excel 2007 places them
near the axis.

Expected results:
It is required that OOo does not supply the option of where to place the labels.
 However, it should at least tell Excel where to place them.
